Leased Housing Participants

Niagara Falls Leased Housing provides safe, decent, and sanitary housing conditions for very low-income families while managing resources efficiently.  We promote personal, economic, and social upward mobility to provide families the opportunity to make the transition from subsidized to non-subsidized housing.  As a public service agency, we are committed to providing excellent service to Housing Choice Voucher program participants, owners, and to the community.

Below is a list of services provided and more information for program participants:

Housing Choice Vouchers (HCV)

The purpose of the HCV program is to provide rental assistance to eligible families.  The HCV program offers mobility to eligible families because the program is designed to provide tenant-based assistance rather than unit-based assistance.  This allows families more options in housing selection in our city.  Funded by the U.S. Department of Housing and Urban Development (HUD), Niagara Falls Leased Housing will maintain a waiting list and select families for the program, determine family eligibility and issue vouchers, approve rental units that meet housing quality standards, and make housing assistance payments to the rental owner in a timely manner.

Project-Based Vouchers (PBV)

Project Based Vouchers (PBV) are a component of the Housing Choice Voucher (HCV) program that provides rental assistance to individuals or families residing in specific housing units contracted with our agency.  The rental assistance is tied to the unit and not the tenant.  Tenants that move from the assisted unit may not be eligible for continued assistance.   Project Based Voucher participants generally pay 30% of their monthly adjusted income towards rent and utilities.  The difference between the actual rent and tenant portion is paid by this office directly to the property owner. Participants must enter into a one year lease with the property owner.  The property owner is responsible for tenant screening, enforcing lease provisions, and maintaining the property.  Our office must verify program eligibility and determine the amount of housing assistance for all applicants/participants.

Family Self-Sufficiency (FSS) Program

The purpose of the Family Self Sufficiency (FSS) Program is to promote the development of local strategies to enable eligible Leased Housing participants to achieve economic independence.  You must be an active participant in the Leased Housing, Housing Choice Voucher program to participate in the FSS program.  Eligible Leased Housing participants are connected with appropriate support services and resources needed to move the family towards economic independence.  FSS uses housing as a stabilizing force to permit families to invest their energy in other efforts, including education, job-training, and employment.  FSS offers a financial incentive to families through the establishment of an escrow account which becomes available upon successful completion of the Contract of Participation, or upon achievement of certain interim goals. Homeownership Program

The Niagara Falls Leased Housing Program offers a Homeownership option to current Section 8 Participants who meet certain eligibility requirements.  This program allows eligible Section 8 participants to use the voucher subsidy to meet monthly homeownership expenses instead of monthly rental expenses.  Under this homeowner option, you the family are responsible for finding an eligible property you wish to purchase.
